The entry of Spain into the current European Union, on January 1, 1986, meant, among many other things, the direct application of the regulations on driving and rest times that existed for this purpose in these countries.

Said regulation was made up of Regulation CEE 3820/85 of the Council relative to the harmonization of certain social provisions in the road transport sector and Regulation CEE 3821/85 of the Council relative to the control apparatus in the sector of road transport.
